I think it is not, so wheter you're russian or indian or american or spanish you're equal to any other community member. I believe, it's really should be clear to everyone.

Finally, to answer your question in direct form, I say:
To become "a part of your Group of Trust" you should become a community member first. Then you can try to point the Administration's attention to your persona by any acceptable way, if you can't seem to get trusted.

Well, it's really a bit twisted, but friendly speaking it's a good policy.
On irc or usenet it's a norm when you have to watch and study the channel or conversations for a month as minimum and only then post any messages. This way you won't be a silly newbie and won't get banned forever.

The same I think is applicable to this forum too.

i cant upload the full album, i just can upload song by song how can i do it
